What This Builds

Instead of starting from scratch for every IEP — rewriting the same goal structures, re-explaining what measurable means, searching your prior IEPs for examples of good language — this Claude Project has all of that loaded and ready. You provide the student's data; Claude generates compliant, measurable goals, PLOP statements, and present-level narratives that you review and finalize. What used to take 90 minutes per IEP takes 20-25 minutes.

Prerequisites

  • Claude Pro subscription ($20/month — required for Claude Projects)
  • 60-90 minutes to gather materials and set up the project
  • 3-5 examples of good IEPs you've written or reviewed (or your district's IEP template)
  • Your state's IEP format requirements (downloadable from your state DOE website)

The Concept

A Claude Project is like a shared office with a highly capable colleague who has read every document you've put on their desk. You load it with your district's IEP format, examples of compliant goals, legal language requirements, and your own past examples. When you open a new conversation in that project, Claude already knows all of this — you just bring the student data, and it generates the first draft.


Build It Step by Step

Part 1: Gather your materials (30-45 minutes before building)

You need to collect:

  1. Your district's IEP template — the actual Word doc or PDF. Most districts have this on their special education department page or internal portal. Download it.

  2. 3-5 example IEP goals that you consider well-written and compliant. Write them in a document — include at least one from each area you commonly write (reading, math, writing, behavior).

  3. Legal requirement notes — write down any specific requirements from your state/district:

    • Does your state require specific measurable criteria format? (e.g., "X out of X trials in X consecutive sessions")
    • Any forbidden language? (e.g., some districts prohibit "with minimal prompting" without defining what minimal means)
    • Required goal components in your state (condition, behavior, criterion, timeline)
  4. Your own IEP writing notes — anything you wish you remembered while writing IEPs. Common examples: "Always reference the specific evaluation instrument scores when writing PLOP," "Behavior goals must reference the BIP," "Annual review date format: MM/DD/YYYY"

Part 2: Create the Claude Project

  1. Go to claude.ai → Log in (requires Pro subscription at $20/month)
  2. Click "Projects" in the left sidebar → "Create Project"
  3. Name it: "IEP Documentation Assistant — [Your Name/School]"
  4. In the Project Instructions field, write:

Key requirements:
- All goals must follow the condition-behavior-criterion-timeline format

- Always remind the teacher to review with their SPED coordinator before finalizing

After generating goals, always include: (1) a reminder to verify measurement method is feasible, (2) a note about which evaluation data the PLOP references, and (3) a flag if any language is vague or non-measurable.

Part 3: Test with a real scenario

Review the output. Check: Is the criterion measurable? Is the condition specific? Does the timeline reference the annual review date? Adjust your project instructions based on what's missing.


Real Example: A Special Education Case Manager with 22 IEPs

Setup: 8th grade special education teacher, co-teaches English and resource room, manages 22 IEPs with annual reviews staggered across the year.

Input: "I need to write the math IEP section for a student. Current: Student completes 4 out of 10 grade-level multi-step word problems independently. Grade level: 8th. Specific weakness: setting up equations from word problem context. Annual review: March 15."

Output from Claude Project:

  • PLOP Statement: "As measured by the STAR Math assessment (administered October 2025, score: 4th grade equivalent) and classroom work samples, [student initials] currently completes 4 out of 10 grade-level multi-step word problems independently. Specific area of difficulty: translating word problem context into algebraic equations."
  • Annual Goal: "Given 10 grade-level multi-step word problems presented in written format, [student] will independently set up and solve equations correctly on 7 out of 10 problems, as measured by bi-weekly teacher-created probes, in 3 consecutive probe sessions by March 15."
  • Short-term Objectives: Two benchmarks toward the annual goal at 4/10 and 6/10 milestones

Time saved: 35 minutes of writing reduced to 8 minutes of reviewing and refining. Over 22 IEPs per year: approximately 12+ hours saved.


What to Do When It Breaks

  • Goals are vague or non-measurable → Add explicit examples to your project documents: "Example of NON-compliant language: 'Student will improve reading comprehension.' Example of COMPLIANT goal: [paste your example]"
  • Claude doesn't know your district's format → Upload your district's blank IEP template as a knowledge file — describe each section heading in your project instructions
  • Output doesn't match state requirements → Download your state's IEP manual from the state DOE website and upload it as a project knowledge file
  • Claude generates goals in areas you didn't request → Add to instructions: "Only generate documentation for the specific areas I request. Do not expand scope without being asked."

Variations

  • Simpler version: Use a Claude Project without uploaded documents — just write detailed instructions. You lose the example-grounding but still get significant time savings.
  • Extended version: Add your district's full eligibility criteria, your most recent evaluation summaries (de-identified), and your school's behavior support protocol documents — Claude can then cross-reference eligibility evidence when writing PLOP statements
